Excerpt from The Constitution and the Penal Code: Of the Preston School of Industry 4. Before he enter upon the execution of his office, he shall take the following oath or affirmation: I do solemnly swear (or affirm) that I will faithfully execute the office of the President of the Preston School of Industry, and will, to the best of my ability, preserve, protect and defend the Constitutions of the United-States, the State of California and the Preston School. 5. He may require the opinion in writing of any principal officer in each of the executive departments upon any subject relating to the duties of their respective offices, and he shall have power to grant reprieves and pardons for offenses committed against the Cadet Government of the Preston School of Industry, except in cases of impeachments. 6. He shall have sole power, with the advice of the Senate, to appoint all officers of the Preston School of Industry, whose appointments are not herein otherwise provided for, and which shall be established by law. 7. He shall from time to time, give the House of Congress information of the state of the Cadet Government of the Preston School of Industry, and recommend to its consideration such measures as he shall deem necessary and expedient. On extraordinary occasions he may convene the House of Congress. 8. The Chief Justice shall be elected by popular vote, and he shall have the power to appoint, with the consent of Congress, his associates. 9. The President and Vice-President and all civil officers of the several Companies, under civil or military government, of the Preston School of Industry, shall be removed from office on impeachment and conviction of bribery or other high crimes and misdemeanors. Article III Section I I. The judicial power of the Preston School of Industry shall be vested in one Supreme Court of three judges. The judges of the Supreme Court shall hold their offices during good behavior. The judicial power shall extend to all cases in law and equity arising under this Constitution and laws of the Preston School of Industry.
