Excerpt from Biennial Report of the Adjutant General State of Montana: July 1, 1964 to June 30, 1966 Dear Governor Babcock: In accordance with Section 77-120, Revised Codes of Montana, I have the pleasant duty to report to you the activities of the Adjutant General Department during the past biennium. Our report covers the various functions of National Guard Civil Defense and Emergency Planning. During the period of this report the Montana National Guard units have completed two annual field training periods as well as the usual annual inspections by the Sixth Army Inspector General. The number of units awarded superior ratings was higher than usual and the preponderance of "Excellents" is indicative of their ability to perform tactically under any conditions. It is notable that none of our units were found unsatisfactory by either the training evaluator or the Inspector General. The priority aggregate strength is over 100% and equipment status adequate for training purposes. In the areas of management the Inspector General awarded "Superior" ratings for the past two years to the U. S. Property and Fiscal Officer, the State Maintenance Officer and State Headquarters. As you know the Army National Guard and U. S. Army Reserve have been involved in the controversy between DOD and the Armed Forces committees in Congress. At the present time the Secretary´s proposal to reorganize the Reserve components has been denied by the Senate Armed Forces Committee and it appears the plan will not be implemented this year. In my opinion we must eventually face up to a major reorganization and realignment if the National Guard and Army Reserve are to maintain the degree of strategic mobilization readiness demanded by the contingency war plans. Our most immediate problem is to correct the inadequacy of training and firing sites for the 163d Armored Cavalry. In order to properly deploy and conduct larger unit training tests we must control a much larger area than the present site near Townsend.
