Excerpt from The Commercial Policy of the British Colonies and the McKinley Tariff The subject of the following pages is one which I regard as of extreme importance to the whole British Empire, but I dedicate them to you because I believe that the inhabitants of no other part of that Empire would gain so much by adopting the policy I have endeavoured to recommend as yourselves, or would suffer so much as you would do by clinging to the opposite policy in the present state of your affairs. Holding this opinion, I entreat you to give at least your serious consideration to the arguments I have advanced in this pamphlet for your rejecting the policy of giving what is called "protection to native industry" as being both opposed to common sense and to the teaching of experience, and for your adopting in its stead the policy of Free Trade.
