Opening Statement of Senator Kennedy The Chairman. We will come to order. We want to open our hearing this morning on the implications of the General Agreement on Tariffs and Trade, an issue that will be before the United States Congress in a ten to twelve day period, and we convene the Labor Committee this morning to give an opportunity for many of those who have been thinking a good deal of time about this issue to be able to present their views, primarily to focus on the implications of this agreement on the working conditions here in the U.S., both currently and in the future. I have a full statement which I will include as read in the record so that we will be able to utilize the time that we do have available between now and hopefully about 12:15, close to some three hours. We have a very full agenda, a number of individuals who have given great thought to these issues over a long period of time, and we want to accommodate and listen to them. We also want to recognize that, given the time constraints, that we hope the early witnesses will be understanding to the fact that there is a second panel and we do not want to short change them on their presentations as well, treat them fairly. But it would be my intention now, starting at 9:30, taking a brief break at 11:00 to 11:15, hopefully conclude the second panel by 12:15 and then to have a period, short period, for those that are in the audience and want to make a brief comment. We will divide the number of people that want to speak and the amount of time we have available. And I will ask those to sign up with Sarah Fox, who is staff here for the Labor and Human Resources Committee. We will put a pad over at this side of the table and they can sign up there. We will do the best we can. I want to make it clear that any of the individuals that are in here today that want to have a statement or comment included in the record, it will be made a part of the record.
