In the extensive range of modern inquiry and experiment it may safely be asserted that there is no subject of more momentous importance than this: What form or organization of government will give the greatest amount of individual liberty and independence consistent with the due maintenance of peace, order, and morality, and the necessary respect for the rights of others? In other words, how are mankind to be preserved from the excesses of the French Revolution and of Communism on the one hand, and on the other from being forced to part with their property without volition of their own, for the mere purpose of nursing the luxury and the passions and of fighting the battles of their rulers, whether these be one or comparatively many? We do not speak of discussions upon liberty, equality, and fraternity, nor upon the divine right of kings, or of the richer and so-called wiser classes to govern the dumb multitude, but of such concrete social arrangements as shall secure the greatest possible amount of happiness and well-being for the greatest number of individuals, irrespective of their situation in life, which is consistent with the indisputable imperfections of human nature.
