Excerpt from A Discourse, Delivered at New-Haven, Feb; 22, 1800: On the Character of George Washington, Esq. At the Request of the Citizens Whereas the Congress of the United States have this day resolved, "That it be recommended to the People of the United States to assemble on the 22d clay of February next, in such numbers and manners as may be convenient, publicly to testify their grief for the death of general George Washington, by suitable eulogies, orations and discourses, or by public prayers:" and "That the President of the United States be requested to issue a Proclamation for the purpose of carrying the foregoing resolution into effect. Now Therefore, I John Adams, President of the United States of America, do hereby proclaim the same accordingly. Given under my hand and the fed of the United States, at Philadelphia, the sixth day cf January, in the year of our Lord, one thousand and eight hundred, and of the Independence of the United States the twenty-fourth. In pursuance of the foregoing proclamation, the citizens of New-Haven convened and appointed a committee, with full powers, to make suitable arrangements for a public testimony of the respect of the citizens for the memory of General George Washington. Pursuant to this appointment the committee agreed on the following exercises and marks of grief, which were exhibited on the 22d instant. At six o´clock in the morning, the solemnities of the day were introduced by the tolling of all the bells for an hour. The tolling was repeated at nine and twelve o´clock. The flag of the United States was displayed, on the public square, at half staff, and the shipping in the harbour displayed colours, through the day, at half mast.
