Richard Bryan (chairman of the subcommittee) presiding. Staff members assigned to this hearing: Moses Boyd, senior counsel, and Claudia A. Simons, staff counsel; and Alan Maness, minority senior staff counsel. Opening Statement of Senator Bryan Senator Bryan. Let me take this opportunity to welcome everyone to this afternoon´s hearing on the reauthorization of the Federal Trade Commission. We have invited each of the Commissioners to appear before the subcommittee today to address issues regarding the Commission´s authorization and the Commission´s current activities. Senators Gorton and I later today will introduce legislation to reauthorize the Commission through fiscal years 1994 through 1996. The passage of this legislation would represent the first time the FTC has been authorized since 1982. Although this committee has reported reauthorization bills for the Commission in each Congress since the passage of the last legislation, it has been unsuccessful as a result of unresolved differences between the House and Senate Members over the breadth of the Commission´s regulatory authority in certain areas. However, I remain optimistic about the passage of a reauthorization bill and the Commission´s legislation this session, which I believe, can become a reality. The committee already has received an authorization bill from the House which was passed by the House last week. As indicated, I plan to act expeditiously in seeking consideration of the legislation we introduced today. I expect a very productive conference on these two bills, and I am sure all of this will be good news to members of the Commission. The passage of a reauthorization bill is important because of the vital role the FTC plays. The Commission has two primary functions, the first of which is to protect consumers from unfair and deceptive acts and practices.
