Excerpt from Constitution of the State of Louisiana: Adopted in Convention at the City of Baton Rouge, June 18, 1921 Providing for the submission to the people of a proposition to hold a convention at a designated time and place for the purpose of framing and putting into effect a new constitution; providing for the holding of such a convention in the event a majority of the votes cast at the election at which said proposition is submitted be in favor thereof; to fix the powers of said convention; to prescribe the qualifications and compensation of, and to provide for the nomination and election of, delegates thereto; and to provide penalties for fraudulent voting or false or fraudulent returns on said election or in any primary election hold for the nomination of delegates thereto. Section 1. Be it enacted by the General Assembly of the State of Louisiana. That there shall be submitted to the duly qualified electors of the State, at an election to be held on Tuesday, the second (2nd) day of November, 1920, for their approval or rejection, a proposition to hold a convention for the purpose of framing and putting into effect a new constitution for the State of Louisiana, upon the following terms and conditions, to-wit: (1) The said convention shall convene in the City of Baton Rouge on Tuesday, the first (1st) day of March, 1921. (2) The said convention shall consist and be composed of one hundred and forty-six (146) delegates, one hundred and eighteen (118) of whom shall be elected from the respective parishes and representative districts as now provided for representation, in the House of Representatives, and sixteen (16) of whom shall be elected, two from each Congressional District, and twelve (12) of whom shall be appointed by the Governor. Each of such delegates shall possess the qualifications prescribed for membership in the House of Representatives. (3) The delegates from the several Congressional Districts shall be nominated by the various political parties at District Conventions to be held on the sixteenth (16th) day of November, 1920, which conventions shall be composed of delegates elected from the various parishes and representative district? included in each Congressional District at a primary election, which is hereby authorized and ordered to be held on the second (2nd) day of November, 1920, in which conventions the various parishes and representative districts shall be entitled to such representation as may be ordered and fixed by the State Central Committee of the party holding such conventions; and each District Convention shall nominate two (2) candidates for membership in the Constitutional Convention.
