I think, therefore, that a clear, general statement of the conditions that prevailed before will be sufficient to give an idea of the causes responsible for the commercial isolation of both countries whose undisturbed and friendly relations were only of a diplomatic kind. It is known that Bolivia, since the Colonial period, has been and will be for some time, exclusively a mining country. This does not mean that she lacks other kinds of resources, but the fact that the extensive and fertile agricultural and cattle raising lands of the republic are located generally on the eastern side of the interior of the Andes Cordillera, which entering Bolivia divides itself and leaves in the center the great plateau of the Bolivian "punas" (highlands). That section, whose altitude reaches an average of over 12,500 feet above sea level is, of course, very poor in vegetation, due to the peculiarity of the climate, the temperature changing every few hours. The winter is dry and bright. The sun shines and warms the soil without its action being weakened by the clouds, and during the day there is a moderate temperature on the "punas." At sunset the temperature suddenly drops several degrees on account of the cold winds blowing from the top of the high Cordillera that surrounds the plateau.
