Excerpt from The Law of Municipal Bonds: Including a Digest of Statutory Laws Relating to Their Issue, to Which Is Added a Digest of the Statutory Laws Governing the Investment of Corporate and Trust Funds, by Savings Banks, Insurance Companies, Guardians, Executors and Other Corporations and Tr A Digest of the Municipal Bond laws of ten of the Western states was published by S. A. Kean & Co. several years ago. So many commendatory letters were received from bankers and others interested as investors, or otherwise, in this class of public securities, that the publishers decided on the publication of a new and more complete work on the same subject. Much more time and labor has been required in its preparation than was originally anticipated or intended. The scope of the work has been extended, and, as a valuable complement, three additional chapters have been added, embracing a digest of the statutory laws of the New England, Eastern and other older States, relating to investments by savings banks, insurance companies, and of other trust and corporate funds. The first six chapters will be found to contain a statement of the more important legal principles governing the law of municipal bonds, with a review of the latest decisions of the highest courts. Special attention has been given to those questions which, from long experience in the handling and legal examination of these municipal securities, the publishers and editor have found important and liable to arise. Much care has been taken to make the work reliable and correct, and the fact that its preparation has required the examination and digesting of over one hundred and fifty volumes of statutes and session laws, the work being done during such times as it was possible to take from the pressing demands of an active practice, must explain any errors that may have escaped revision. The work makes no pretensions as a text-book, but is rather intended as what we are assured it will be found to be, a valuable handbook for all those issuing, handling, investing, or interested in the public securities of which it treats.
