Excerpt from First Annual Report of the County Superintendant of Schools: For the Year Ending October 1st, 1872 To The Board of Commissioners of Cook County, Gentlemen: - I herewith submit a report of the condition of the schools of the county, together with a tabulated statement of the receipts and expenditures of each township. Two years ago I made the following statements in my report to the State Superintendent regarding the schools of Cook county: "I have met these obstacles in arranging and planning for the improvement of the schools of the county: 1st, Multitude of school officers. 2d, Small districts unable to sustain good schools. 3d, Miserable custom of employing ´summer´ and ´winter´ teachers. I believe that the ´township system´ would remove all these obstacles to the advancement and growth of our public school interests."
