This book is in no sense of the word a study or a philosophical treatise. It is simply a statement of the present situation of the Republic of Haiti and our relation to it under the Monroe Doctrine, a statement that is made for the purpose of giving our people some information as to this little known but most important and strategic island. The general substance of this little book is contained in an address delivered at Philadelphia, April 3, 1914, before the American Academy of Political and Social Science.
