Although the career of a young Officer of the Navy famishes unrivalled facilities of acquiring a practical acquaintance with his profession, as well as of obtaining much useful and varied information in other branches of knowledge, a lack has hitherto existed of any definite opportunity of collecting and comparing the different experiences of services in various parts of the world; or of obtaining that light on debated professional questions which results from discussion and the conflict of opinion.
