The Chairman. Commissioner Eastman, will you take the chair, please? Statement of Commissioner Joseph B. Eastman. Mr. Eastman. Shall I proceed now, Mr. Chairman? The Chairman. Yes. Mr. Eastman. Mr. Chairman and gentlemen of the commission, I am very glad to respond to the invitation to appear before this commission, although I should not have sought the opportunity myself, and I am glad to appear because I realize how difficult is the question you have to deal with, and if I can be of any help in aiding you to solve that question I want to do it. My chief fear is that I shall not be of much help, because, although I have spent a good deal of time in the study and consideration of this street-railway question, I never felt satisfied that I had really arrived at any satisfactory solution of it. I think I ought to state before I begin that I am here solely as an individual and not as a member of the Interstate Commerce Commission. I have not talked the matter over with my colleagues at all; they know nothing whatever of what I am going to say, and they are not in any way responsible for the views I am going to express. The blame is wholly my own. Whatever qualifications I possess to discuss this question come from experience as a member of the Public Service Commission of Massachusetts. I was on that commission from the fall of 1914 until the end of last year, and during that time we dealt almost exclusively with the street-railway problem. I am somewhat handicapped in speaking to you this morning because of the fact that my experience is confined almost exclusively to Massachusetts and you are considering the entire country.
