Excerpt from Objections Legal and Practical to Our National Currency System At and before the time of the adoption of the Constitution, the circulating medium of this country consisted of coins produced by mints of foreign countries, and of the notes of three banking institutions. Only three such hanks then existed, one at Philadelphia, one at New York, and one at Boston. The amount or aggregate capital of these three hanks was $1,650,000. The control of the currency was, of course, lodged in the people of the respective States. Soon after the adoption of the Constitution the relation of the Federal government to the currency become one of the chief subjects of political discussion and controversy, and so continued for a period of more than fifty years. During most of that time the two great political parties were at issue with each other upon the question of a National Bank chartered by the United States.
