As an apology for this, I may be allowed to mention that, on every question of this nature, I have studied to correct my own ideas by a reference to the opinion of professional men. The military reasonings which I have ventured to introduce, may, perhaps, meet with some attention from the public, when it is known that they have received the approbation of men highly distinguished by their military talents. It forms no part of my object to discuss the merits of a plan, which has recently been submitted to Parliament by His Majesty´s Ministers.
