Excerpt from The Question of Copyright: Comprising the Text of the Copyright Laws of the United States, a Summary of the Copyright Laws at Present in Force in the Chief Countries of the World The original edition of this volume was prepared for the press very hurriedly, immediately after the passage of the Act of 1891, for the purpose of putting into shape, for convenient reference, the text of the new law, with an analysis of its provisions, and of presenting with this a brief record of the international copyright movement in this country, and a sketch of the development throughout the world of the conception of literary property. Five years have passed since the United States, through this law of 1891, adopted the policy which had for a number of years been accepted by nearly all the other literature-producing states of the world, a policy which assumed that the producers of intellectual property were entitled to the protection given by law to all other producers, and to the enjoyment of the fruits of their labors, irrespective of political boundaries. The American recognition of this principle was coupled with certain conditions which, while they had no logical connection with authors´ rights, were believed, by the political party that in 1891 controlled the national policy, to be called for by the exceptional industrial conditions of our country.
