Excerpt from List of References on the Treaty-Making Power The provisions in the Constitution of the United States concerning treaty making have always given rise to a great deal of discussion but never more so than at the present time. The list here presented covering such discussions and related literature is arranged with a view to the logical development of the subject. It begins with general discussions on treaty making as found largely in treatises of international law, followed by discussions of the practice in other countries. Then the United States is taken up and here the grouping is largely historical. First general discussions, then treaty making under the Confederation, discussions attending its disposition in the constitutional convention, and constitutional treatises, lastly a group of discussions of special treaties arranged chronologically from the beginning down to recent date. The bulk of the material for the list was brought together and the general scheme of presentation devised under the former Chief Bibliographer, Mr. A. P. C. Griffin, who had the assistance of Mr. William A. Slade, the chief assistant in the division. The compilation of later material and the preparation for the press has been done under the present Chief Bibliographer with the assistance of Miss F. S. Heilman. The object in view in the arrangement of the material is to afford a historical view of the treaty-making power as exercised in typical instances.
