Excerpt from Problems of the Peace In revising this book for a new edition, which I am glad to know is specially needed owing to demands from the United States, I have endeavoured to make due allowance for the situation created by the dramatic succession of events which began early in October. Nevertheless, I am not so impressed by the political changes which have occurred in Germany and Austria-Hungary since that date as to believe that the future form of government has yet been definitely determined in the one case or the extinction of an ancient monarchy made certain in the other. For that reason the chapters relating to these countries have not been altered as drastically as the reader might expect. In particular, until events have decided otherwise, I shall not renounce the opinion that the present republican movements in Germany represent merely a transitory phase of a political transformation whose outcome will be a democratized Empire still resting in the main upon a monarchical basis. At the moment of writing half the Sovereigns of Germany are exiles, and the other half are wondering what the morrow will bring forth. No one need pity these short-sighted men, who, had they been gifted with but a modicum of political sagacity, might still to-day have been ruling over communities as contented as any in Europe.
