Excerpt from The Works of Thomas Paine, Secretary for Foreign Affairs, to the Congress of the United States in the Late War, Vol. 1 of 2 This first volume of T. Paine´s Works contains that author´s publications during his residence in America. - Of these, some have never appeared in any former edition of his Works; particularly Dissertations on Government, on the Affairs of the Bank, and on Paper Money, two numbers of The Crisis, and the Miscellaneous Pieces at the close of the volume. - The editor thinks it incumbent on him to account for the introduction and arrangement of some of these productions. Having seen but one edition of Mr. Paine´s Works in which it was attempted to give The Crisis, and that one being imperfect, as it wanted No. X. and No. XII. exertions were made to supply the deficiency, by a recurrence to contemporary newspapers and other publications: - In this research, the piece which is here introduced as No. X. was found in the Pennsylvania Gazette. It appears to have been written in a hurry, or, at least, for instant publication; for although it was published in three parts, viz. in the papers of the 20th and 27th of February, and 6th of March, 1782, it bears date not from the appearance of the first part, but from that of the last. - This hurry may serve to account for the omission of the title and number, without which it was originally published. The letter to the Earl of Shelburne, which has hitherto been detached from The Crisis, is, evidently, No. XII of that work, which can no otherwise be supplied. - Its date, signature, and mode of publication (in the newspapers), leave no doubt of this on the editor´s mind.
