Excerpt from Report of the Employer´s Liability and Workmen´s Compensation Commission to the Eleventh Session of the Legislature of Utah, Together With Draft of the Bill Submitted, 1917 To the Honorable, the Governor, and the Members and the Members-elect of the Legislature of the State of Utah, the Year 1917. Gentlemen: The Legislature of the State of Utah, with the approval of the Honorable Governor William Spry, in its last session of 1915, passed an act entitled "An Act to Provide for the Appointment of a Commission to Inquire into the Question of Employers´ Liability and Other Matters, and provide an appropriation therefor," which law reads as follows, to-wit: Section 1. That the Governor of this State is hereby authorized and directed to appoint a commission to consist of seven members, as follows: One State Senator, one State Representative, two employers of labor, two representatives of labor and one attorney-at-law. The duties of the Commission so appointed shall be to make an inquiry, examination and investigation into the subject of a direct compensation law or a law affecting the liability of employers to employes for industrial accidents. Section 2. That the members of such Commission shall serve without compensation, except that each shall be entitled to his actual and necessary expenses incurred in the performance of his duties under the provisions of this Act. Section 3. That for the purpose of its investigations the Commission or any member or sub-committee thereof, is hereby authorized to visit different localities in the State, to send for persons and papers, to investigate the laws of other States and countries, to administer oaths and to examine witnesses and papers respecting all matters pertaining to the subjects referred to in ths Act, to purchase hooks and supplies and to employ and pay all necessary assistants.
