Excerpt from An Essay on Parliamentary Representation, and the Magistracies of Our Boroughs Royal: Shewing, That the Abuses at Present Complained of Respecting Both, Are Late Deviations From Our Constitution, as Well as From Common Sense; And, the Necessity of a Speedy Reform A Free government differs essentially from that which is arbitrary or despotical in this, that, in the former, the whole body of the subjects, low as well as high in rank, are of legal and constitutional confederation. They claim of tight as subjects, that their political, as well as private consequence be asserted or recovered, and that a timely check be given to the encroachments, that either design or accident has introduced. All this, however, they are bound in duty and conscience to demand by constitutional means, with modest expressions, and sobriety of deportment; qualities which morality and good sense require even between equals. The subjects of the latter states, on the other hand, may indeed be permitted to approach the throne, or the legislature, with their complaints, on principles of humanity and compassion; and as no situation or form of government, ought to divert our species of those principles, they are often successful for the time in the very worst sorts of political union, when there is no other constitutional compulsion express or tacit. But still the difference between the claims of the former and of the latter, is just as much as between the perfect and imperfect rights of individuals; between him who defends his life or demands his own, and the supplicant who implores for mercy.
