I have not brought the narrative portion of the book up-to-date, but I may mention here that the progress of the work described in Chapter X. has been satisfactorily maintained. The only important changes I have made will be found in Chapter II. I was anxious to give the reader a deeper insight into what for some years to come will be the chief problem of Irish administration, the establishment of a peasant proprietary upon a sound social and economic foundation. This object is regarded by the best Irish thinkers as being of vital moment to the future welfare of their country, and towards its attainment the Imperial Exchequer is pledged to make a grant of £12,000,000 and a loan of £100,000,000 upon the security of Irish land. Any help which can be given towards an understanding of the questions involved in this agrarian revolution will, I am sure, be welcome.
