It is impossible to deal with an organization so vast in its proportions and so widely distributed in its influence as the British Navy without realizing the inadequacy of any attempt to explain its present methods, and indicate the principles which should govern future policy. There are many books from which the casual student of naval affairs can obtain the ordinary statements of comparative strength of the different navies, and from time to time manifestoes are published urging radical reforms. The present volume is not intended to rival any of the many schemes for "counting noses," nor to expound any pet panacea for solving the problems in the organization of personnel and matériel, which press in ever-increasing number upon the administrators of the Fleet.
