Great Britain was at that time engaged in war with France, and the Republic of Holland refused to conform to those treaties of defensive alliance, by which she was then bound to assist Great Britain, and suffered her subjects not only to trade with France, but to. afford protection to the property of the enemy; to supply him with naval and military stores, and to bring to the, French ports in Europe the produce of the French Weft India islands.
