The industry and success with which in the Congress of the Confederation, and subsequently, he contributed to the vindication of our national right to the navigation of the Mississippi, and, sensible of the incompetency of the powers of Congress under the Confederation, introduced his resolution urging the several States to vest that body with power to regulate commerce, - the first step towards the convention at Annapolis, leading to that of Philadelphia and to the adoption of our present Constitution, - would alone render his services conspicuous and endear his life and memory to his countrymen.
