Excerpt from Training Camps for Reserve Officers and Candidates for Appointment as Such, May 15-August 11, 1917: Established Under the National Defense Act of June 3, 1916 1. These camps are established under authority of section 54, national defense act Civilians In attendance are enlisted as authorized in that section. Reserve officers are assigned to duty at these camps under authority of section 38, national defense act. Enlisted men In the service of the United States and authorized to attend these camps will be on detached service status. 2. The object of these training camps is to train reserve officers and other selected eligibles who are candidates for appointment as reserve officers with a view to meeting the great need for many officers. Those who are found suitable will be appointed to appropriate grades and assigned In the best interests of the service. 3. All who are found suitable will be commissioned In the Officers´ Reserve Corps. Under regulations to be published in due time, selection will be made from all who are so appointed to meet the requirements as they exist at the time. 4. Each camp will be organized as one provisional training regiment, commanded by the camp commander, and subdivided Into 15 companies, troops, and batteries. Regiments will be numbered to correspond to their divisional areas. The subordinate units will be designated first (second, third, fourth, fifth, sixth, seventh, eighth, ninth) company, first (second) troop, first (second, third) battery, and Engineer company. 5. The members of the Engineer company will be designated In advance by the Chief of Engineers. All others in the training regiment will be assigned to companies, troops, and batteries by the commanding officer in accordance with known adaptability and past experience. Each company, troop, and battery will have, as nearly as practicable, an equal number of reserve officers; equal also as to rank and age. Those who are not reserve officers will also be distributed as evenly as practicable on the basis of age and past experience.
