There are two great obstacles to making such gradation for all our common schools. First: Under existing conditions, the necessarily close adherence of teachers to Text-books. Second: The endless variety of Text-books in use. There appears to be but one way to overcome these obstacles: that is a course of study in Topics. We have had a sufficient number of successes in individual schools to indicate what the topics of each grade should be; the order in which they should be studied, and, the average proportion of time that should be given to recitations upon each. (The proportion of time to be given to the study of each topic must depend upon the pupil.)
