Excerpt from Messages of the President of the United States: Transmitting the Convention of February 29, 1862, Between the United States and Her Britannic Majesty, Submitting to Arbitration the Questions Which Have Arisen Between Those Governments Concerning the Jurisdictional Rights of the United States in the Wat To the Senate: I herewith transmit, with a view to its ratification, a convention signed at Washington, the 29th of February, 1892, between the Governments of the United States and Her Britannic Magesty, submitting to arbitration the questions which have arisen between those Governments concerning the jurisdictional rights of the United States in the waters of the Bering Sea and concerning also the preservation of the fur seal in, and habitually resorting to, the said sea and the rights of the citizens and subjects of either country as regards the taking of fur seal in, or habitually resorting to, the said waters. The correspondence not heretofore submitted to Congress in relation to the Bering Sea matter, is in course of preparation and will be transmitted without delay.
