A formal and useless ceremony surely: for it was a foregone conclusion that this gallant old regiment, with its heroic record in two wars, would volunteer to a man. It was no less certain that, presenting unbroken ranks of willing soldiers, it would be the first selected by the Governor to assist Uncle Sam´s regulars in impressing upon the Kaiser the length and breadth and thickness of the Monroe Doctrine. For many bothersome years the claimant nations had abided by the Hague Tribunal´s award, though with evidently decreasing patience because of Venezuela´s lame compliance with it. Three changes of government and dwindling revenues had made the collection of the indebtedness by the agent of the claimants more and more difficult.
