There is, however, one plot of ground which has only partially been cultivated by succeeding generations of historians and biographers. This neglected piece of ground was, in the seventeenth century, the camping ground of a large class of Britons known as "soldiers of fortune," whose lives were spent in the Low Countries fighting in the cause of Dutch independence. It was customary at one time for the Home Government, whenever officers were wanted for some special service, to borrow the services of experienced British soldiers of fortune from the Dutch Government for a certain length of time. James I., who may truly be styled the Pacific, rarely troubled any of his military subjects to fight any battles for him, but his son, Charles I., was of a much more bellicose nature, and before he had been two years on the throne he had already despatched two large joint naval and military expeditions to the coast of Spain. The first fleet, which the poet Waller alluded to in one of his poems, was commanded by a soldier of fortune who had served for many years in Holland as colonel of a foot regiment.
