Excerpt from Modern Constitutions in Outline: An Introductory Study in Political Science Planned originally to meet the needs of those University students who are expected to show a general knowledge of modern constitutions, and who lack the time or the energy to gather the requisite information by a wide course of varied reading, this little book has been put together in the hope that it may prove equally serviceable to the busy general reader who is desirous of acquiring an insight into the same subject, if only in order to follow without difficulty the foreign intelligence in the daily papers. The writer has aimed at producing, not a complete encyclopædia of constitutional facts, but a brief readable introduction to a complex subject. With that end in view, he has endeavoured, by a rigorous subordination of the insignificant, and a still more rigorous excision of everything that is irrelevant to his main purpose, to compress his material within the narrowest possible compass. The subject is one on which many lengthy volumes might easily be compiled. The writer of this, while seeking to present something more than a bare skeleton of dry facts, has aimed, first and last, at the merit of brevity. It is a feeling of incongruity alone, not an unwillingness to acknowledge obligations, which prevents him from appending a lengthy list of works consulted.
