Excerpt from Why We Vote: A Discussion of the Government of the State of Washington The study of civil government as persued in our schools has had little or nothing to do with local government in its various forms. This has seemed to the author a serious mistake. A knowledge of matters connected with the general government cannot be more important than an understanding of those forms of local government which stand nearest to the scholar. This little book is intended to afford a measure of information of a practical character concerning our own forms of county and state government, and at the same time serve in a way as an introduction to the general subject of civics. With a view of developing an interest which the subject itself might not excite in the minds of scholars of the sixth grade, a coloquial style has been adopted and a slight thread of story interwoven. These features have been less relied upon in the latter portion of the book, not only to save space, but with the idea that the discussion as it advanced would develop an interest of its own. Educators will note that the usual deductive method followed in preparing text books upon this subject has been reversed. The scholar´s attention is first directed to those matters that stand nearest to him. Prom the known or partially known, the discussion proceeds along the lines naturally followed by the immature mind to the unknown. In this manner a study of the concrete gives form and substance to the abstract propositions that follow. The author believes that there will be found in this little book not a few matters of real importance concerning our own county and state government of which very many otherwise well informed citizens are ignorant.
