Writers on educational development have almost uniformly adhered to the "great man" theory; few attempts have been made to trace the relation between educational advance and industrial progress. Economists have devoted much energy to the study of tariff and financial history, of the development of labor unions, of socialism and of other industrial, political and social phenomena connected with the progress of the nation. But the evolution of the public school system - one of the most characteristic institutions of the United States - has not been carefully studied with the aim of bringing to light the underlying social and economic influences which have directed it. Nevertheless, the character of education - its aims, ideals, methods, values, scope and diffusion - is an important factor in fixing the economic and social conditions of a given people and generation, and in influencing the future development of a nation. The scope of education in the centuries preceding the nineteenth was very narrow. The development of the factory system and the growth of modem cities, accompanied by great changes in the manner of living and of working, have given the school new problems, - problems which formerly devolved upon the home and the workshop.
