Edward I is one of the few English sovereigns who has played a founder´s part. Parliamentary history really dates from his convocation of the assemblage of the different estates of the realm at Westminster in 1275. The courts of England also, if we are to measure them by their relation, on the one hand, to the people, and, on the other, to the law, had first come into existence under the legislation of his reign, beginning, at its outset, with the Statute of Westminster, the First. A few years before his accession English law had been put in form by Bracton. That great work, however, was written in Latin, and addressed to the scholar.
