Excerpt from Japan at the Cross Roads Invited by the publishers to contribute a volume on conditions in Japan at the opening of the Taisho Era, the following chapters were written during the summer of 1915 for inclusion in a considerably larger volume than the present one. It being impossible to publish the complete work during the continuance of the War, the chapters dealing with internal affairs have been segregated and are offered herewith. As in part the author covers the same ground as Professor W. W. McClaren in his Political History of Japan, arriving at identical conclusions in practically the same words, it is allowable to point out that he had not the advantage of seeing Professor McClaren´s excellent work until some months after the MS. of the present book had been completed and delivered to the publishers (August, 1915). The only changes since made therein have been the additions necessary to bring the bare essentials of 1915 and 1916 under notice, which additions are indicated in the text. The author has principally relied on notes taken during his residence in Tokyo - twelve boxes full - but no one venturing to write on Japan can afford to ignore the files of the foreign Press of that country.
