Excerpt from Report of the Committee on Legal Education: Presented at the Meeting in Boston, August 26, 1891 To The American Bar Association: The Standing Committee on Legal Education presented at the last annual meeting, in 1890, a report in which they called attention to the great defects in the present method of legal education, and the importance of the subject to the Bar as a body. They recommended to the Association that the whole subject should be taken into consideration, and re-committed for the purpose of a more full and complete report upon the method to be adopted in American Schools; and this recommendation was approved by the action of the Association, and by the re-appointment of the former members of the committee, except in the cases where death or absence from the country had rendered it necessary to supply new members. At the earliest possible day after the present members were informed of their appointment, the Committee met at Washington, D. C., in December, 1890, and upon consultation resolved to begin by collecting the fullest possible information as to the present condition of legal education, both in the United States and in other countries where a systematic law is practised and taught. For the first portion of this task, a circular of inquiry was sent by President Rogers on behalf of the Committee to the Chief Justice of each State of the Union, a copy of which circular will be found in an Appendix to this report, marked Appendix A.
