Excerpt from The Exhibits of the Smithsonian Institution and United States National Museum at the Jamestown Tercentennial Exposition, Norfolk, Virginia 1907 The Institution was established by statute in 1846, under the terms of the will of James Smithson, who bequeathed his fortune in 1826 to the United States for the "increase and diffusion of knowledge among men." From the income of the fund a building, known as the Smithsonian building, was erected on land given by the United States. The Institution is legally an establishment having as its members the President of the United States, the Vice-President, the Chief Justice, and the President´s Cabinet. It is governed by a Board of Regents consisting of the Vice-President, the Chief Justice, three members of the United States Senate, three members of the House of Representatives, and six citizens of the United States appointed by joint resolution of Congress. It is under the immediate direction of the Secretary of the Smithsonian Institution, who is the executive officer of the board and the director of the Institution´s activities. For the increase of knowledge, the Institution aids investigators by making grants for research and exploration, supplying books, apparatus, laboratory accommodations, etc. It occasionally provides for lectures, which are published. It has initiated numerous scientific projects of national importance, some of which have been turned over to the Government and resulted in the creation of independent Government bureaus. It advises the Government in many matters of scientific importance, especially in those that have an international aspect.
