Excerpt from Proceedings of the Fifty-Third Convocation of the University of the State of New York: Albany, New York October 18 and 19, 1917 (The opening session was held in the Rotunda where school children were gathered with the members of the Convocation to share in die unveiling of the tablet in memory of Doctor Draper.) Vice Chancellor Albert Vander Veer M.D. LL.D., presiding Vice Chancellor Vander Veer: The invocation will be offered by the Reverend Dr William H. Hopkins. [After the invocation, the "Star Spangled Banner" was played by the Albany High School orchestra, under the leadership of Mr Oliver.] Vice Chancellor Vander Veer: Our present meeting promises to be one of great interest. The program indicates that we are keeping in touch with our national administration and in our loyalty are not forgetting the future instruction of the children of this State. We begin our exercises in an atmosphere of loving memory. We deem it most appropriate that our first duty be one of affectionate remembrance of our former Commissioner of Education, Andrew S. Draper. In the few remarks I am to offer I must be somewhat personal. My acquaintance with Doctor Draper began when he was a member of the Legislature. He had established a reputation for doing things and he was a man of energy and strong will. He had demonstrated his worth when a member of the Albany board of education. In conversation at times he had kindly but forcibly expressed his views in regard to a more thorough preparation of the young men who were to enter upon their studies in the various professions. About this period the medical colleges of this great Commonwealth and the medical societies of the State of New York were agitating the necessity of a classification of the former and a state examination for a license to practise medicine.
