Excerpt from Speech of Hon. J. H. Reagan, of Texas: In the Senate of the United States, Thursday, January 5, 1888 Mr. Reagan, said: Mr. President: Mr. President: so much learning and ability have been displayed during past Congresses in the discussion of the provisions of the bill under consideration and of the principles involved in its passage that I can hardly hope to throw any new light on the subject; and yet I feel that it is due to the people of the State I in part represent that I should state some of the reasons why I will vote against its passage. Before entering upon a statement of these reasons I must say that so much of the purposes of the bill as look to the enlargement of common-school facilities, improved education, and to the increase of knowledge has my most hearty approval, and any measure to promote those purposes which would not involve a violation of the Constitution would command my support. While the Senator from New Hampshire [Mr. Blair], the author of this bill, is entitled to great credit for the labor and research he has bestowed on this subject, he is entitled to still greater credit for the humane and noble purpose which he avows of a desire to secure to the illiterate people of impoverished States the advantages of better education and higher civilization. It is not the purpose he would accomplish, but the method he adopts to secure its accomplishment to which I am opposed.
