Excerpt from Speech of Hon. Walter M. Chandler of New York: In the House of Representatives, October 10, 1913 Mr. Chandler of New York. Mr. Speaker, I wish now to address myself to the subject of Roumanian persecution of the Jew in defiance of the treaty of Berlin, and I preface my remarks by reciting a joint resolution which I have introduced this afternoon. The joint resolution is as follows: House joint resolution 138. Whereas the following is the literal text of Articles XLIII and XLIV of the treaty of Berlin of July 13, 1878 : "XLIII. The high contracting parties recognize Hie independence of Roumania, subject to the conditions set forth in the two following articles. "XLIV. In Rotimania the difference of religious creeds and confessions shall not be alleged against any person as a ground for exclusion or incapacity in matters relating to the enjoyment of civil and political rights, admission to public employments, functions, and honors, or the exercise of the various professions and industries in any locality whatsoever. "The freedom and outward exercise of all forms of worship shall be assured to all persons belonging to the Roumanian state, as well as to foreigners, and no hindrance shall be offered either to the hierarchical organization of the different communions or to their relations with their spiritual chiefs. "The subjects and citizens of all the powers, traders or others, shall be treated in Roumania, without distinction of creed, on a footing of perfect equality." "Whereas the Government of Roumania accepted the terms of said articles of said treaty as a condition precedent to the recognition of her independence; and Whereas it is a matter of certain knowledge that the Jews of Roumania. numbering about 250,000, have been the barbarized and impoverished victims of Roumanian discriminatory legislation and of Roumanian riots and massacres for a period of more than 30 years in violation of both the letter and the spirit of the treaty of Berlin: Therefore be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled.
