Excerpt from The Revolt of Protectionists in the United States Against Their Tariff I have been asked by the Cobden Club to describe the revolt in our country against the recent Aldrich Tariff. The significance of that revolt cannot be estimated correctly without a preliminary review of the causes of popular discontent, of the evil methods employed in the framing of the Aldrich Bill, and of the nature of the changes made. The present generation in Great Britain may have forgotten the extremities of the situation which forced the repeal of the Corn Laws; but the facts which I shall adduce will give them a striking example of the truth that a high protective tariff is much easier to get than to get rid of. Causes of Discontent and Promised Remedy The tariff advocate in our country, deceived by the delusion that the gigantic prosperity of the few is really the prosperity of the many, ascribes all wealth to high protection. However, we have an empire of fifty separate States and Territories, thirty times the area of Great Britain, sparsely populated as compared with your dense population, of all varieties of soil and climate, and without a custom house between any of the States.
