I have indeed, during the first year of my occupancy of this See, twice been amongst you already, but it pleased God to lay me aside, and at one time I scarcely expected that I should ever have the opportunity of meeting you as on this day. It is now four years since my revered predecessor announced his intention of holding a visitation. You are aware that death intervened. His last moments, I may almost say, were occupied with thoughts of his diocese; and when the unfinished Charge was published, which he was in the act of preparing when God removed him, no one could fail to be struck with that touching record of his last thoughts.
