Excerpt from Report of the Proceedings of the Society of the Army of West Virginia: At Its First Three Meetings, Held at Moundsville, West Virginia, September 22d and 23d, 1870; Wheeling, West Virginia, Oct; 19th and 20th, 1871; Marietta, Ohio, September 19th, 1879; With Constitution and by-Laws of the Society A corresponding secretary, a recording secretary, and a treasurer. Sec. 2. These officers shall be elected at each annual meeting for the ensuing year. The president, corresponding secretary, recording secretary and treasurer, shall be chosen by ballot, by a majority vote of all the members of the society present. No debate upon the merits of the candidates shall be in order. The vice-presidents shall be chosen by the soldiers of each State, by a majority vote of the soldiers of the respective States present. Sec. 3. The society shall meet annually; the time and place of each succeeding meeting to be selected by ballot at every reunion. All members of the society who may be prevented by any cause from personally attending, are expected to notify the corresponding secretary, and to impart such information in regard to themselves as they may think proper, and which may be of interest to their brethren of the society. Sec. 4. The president, and either of the vice-presidents, shall be authorized to invite the attendance of any officer of the United States army or navy, at any of the meetings. Article IV. Sec. I. Political, or any other discussions foreign to the purposes of this society, as set forth in this Constitution, at any of the meetings, or any proceeding of such a tendency, are declared inimical to the purposes of this organization, and are prohibited. Article V. Sec. I. This Constitution may be altered or amended at any regular meeting of the society, provided the alteration or amendment proposed is submitted in writing, and filed with the recording secretary at least three months before the regular meeting, at which it is proposed to present the same; and provided further, that two-thirds of the members present at such meeting vote in favor thereof.
