Excerpt from Report of the Special Committee of the Assembly on the State Normal Schools: Transmitted to the Assembly, May 19, 1879 To the Assembly: The undersigned, the special committee appointed pursuant to a resolution passed January 28, 1878, to consider and report whether the State normal schools are fulfilling their original purpose, and what, if any, further legislation is necessary to increase their usefulness, and concerning the equities which the localities where the normal schools are situated claim to have, in regard to academic departments connected with such schools, submit the following report: The purpose for which the normal schools were established, is shown in their name; in the acts under which they were established, and by that part of the history of education in this State, which has a bearing upon the subject. Whatever may have been the original significance of the name normal school, it had come to have a well-defined meaning long before it was first used in our State legislature. A normal school was then and is now understood to mean one designed to prepare teachers for the profession of teaching. Such schools are based upon the fact that special preparatory training for teachers is essential in order to secure the best results from common schools. The schools under consideration are not only normal schools, but State normal schools, thereby indicating that they constitute a part of our State system of public instruction; that they a;re supported by the State in order to promote the efficiency of the State schools; and that they are intended to furnish better teachers, more enlightened methods of instruction, and results more in keeping with the progress made in other forms of social and industrial life. The first of our State normal schools was established under an act, passed May 7, 1844, entitled, "An act for the establishment of a normal school."
