The author is, however, not without hope that it may be of service to others who desire to obtain within a small compass an outline of the development and present working of the Government of the country. The scope of the work did not permit anything in the nature of independent or original research, but the authorities dealing with the various subjects considered have been carefully read and compared, while frequent reference, especially in matters of local government, has been made to the statutes of the realm which govern their present position.
