Jeffords presiding. Present: Senator Jeffords. Opening Statement of Senator Jeffords Senator Jeffords. If you would take your seats, we will get started. I want to thank you all for coming. This is a hearing of the Subcommittee on Education, Arts and Humanities of the Committee on Labor and Human Resources, U.S. Senate. I am the ranking Republican on this committee. This was a position that was held by Senator Stafford for many years, although he had the fortune of also being chairman of the subcommittee for a period of time during the early 1980´s. The specific material which we will be discussing today is the Reauthorization of the Elementary and Secondary Education Act which originally started in 1965. I am looking forward to hearing the testimony today from our distinguished panelists, in fact, from all Vermonters who have recommendations for the reauthorization of this important educational act. This is certainly a bill that affects us all as parents, educators and concerned citizens. I am hoping to go home tonight with some fresh ideas about how the Federal Governments role in elementary and secondary education can be improved. As you know, I have been working with these programs both in the House and in the Senate for the past 15 years, and while I believe that we have been largely successful in meeting the goals, I do believe there is always room for improvement and I expect there certainly is now as we look toward the future. As I am sure you know, the Elementary and Secondary Education Act represents the Federal Government´s largest contribution to the education of our Nation´s young people. With a total nationwide funding level in 1993 of $8.6 billion, Federal spending for these 46 programs makes up nearly 6 percent of all public expenditures in the United States.
