Excerpt from Documentary History of Education in Upper Canada, Vol. 3: From the Passing of the Constitutional Act of 1791 to the Close of Reverend Doctor Ryerson´s Admininstration of the Education Department in 1876; 1836-1840 With this Volume closes the educational proceedings of the Legislature of Upper Canada as a separate and independent Province. So varied had these proceedings been, that they only cover, in this Volume, the period of four years: 1836-1840. The Volume, however, includes, in a supplementary Chapter, (of two Parts), a record of the proceedings, (1), of the General Board of Education for Upper Canada, from 1823 to 1833, when it ceased to exist, and also, (2), a record of the proceedings of the Council of King´s College, - detailing the somewhat chequered financial history of that Institution, from 1828 to the end of 1840. This Third Volume, it may also be noted, completes, (with the First and Second), the History of Education in Upper Canada for a period of Fifty years, from 1790 to 1840. The three Volumes together, now completed, extend to over one thousand pages. For the time, at least, the Legislature, of Upper Canada settled, in the year 1837, the troublesome and vexed question of the amendment to the King´s College Charter. This was not done without a good deal of discussion, some of which is embodied in the permanent form of valuable Reports on the subject. The most comprehensive of these Reports is an elaborate defence of the King´s College Council, in refusing to surrender the Charter of the College, at the request, almost peremptory, of Lord Goderich, the Colonial Secretary, in November, 1831. A second Report, even more elaborate in its character than the other, is one prepared by a Select Committee of the Legislative Council in 1837, on the proposed King´s College Charter Amendment Bill, which was passed by the House of Assembly, and sent up, for the concurrence of the Legislative Council by that House.
