Its purpose is a very much more modest one. The movement for sickness or health insurance in this country has been growing so rapidly within the last few months that there appears to be a demand for a brief and popular, though scientifically sound, discussion of the essential principles underlying it and the various provisions which go to make a successful health insurance scheme; and without many excursions into the domains of statistics of history, this book endeavors to cover this particular field. The subject-matter has largely appeared in the Journal of Political Economy for March, April, and May, 1915, but in that form has reached a very limited circle only. Some new additional material was added that had to be omitted from the original articles because of considerations of limited space.
