The disadvantages of emigration depend entirely on the people who go. whenever this point is considered, we should remember that there always was, and always will be, from this, and all other countries, a degree of emigration; there are certain men in all countries, that are either of unsettled dispositions, or of so active an enterprizing ones, that they will not stay at home: - some, though honest, are too poor to live well in a dear country; - others fly from home, because if they staid they would be either hanged or starved - in a word, emigration is not only constant, but necessary. it is not because we have colonies that we have emigrants, before our colonies were in being it was the same; the only change, is the object of their journey.
